Operações de Garantia da Lei e da Ordem: Estudo de Caso Comparado sobre o Uso das Forças Armadas no Estado do Espírito Santo e no Brasil

The emergence of new threats in the international system has generated an increasing number of national and intermestic conflicts in which the Armed Forces have been mobilized in the field of National Security and no longer simply in National Defense situations due to the international reality treads that gradually reflected also in Brazil. Based on this discussion, the main goal of this article is to develop a thematic and spatial mapping on the use of the constitutional maneuver of Warranty of Law and Order (GLO) in Brazil through an exploratory methodological procedure materialized through a historical-legal-deductive mixed method of document and bibliographical review and a case study in the State of Espírito Santo. It is concluded from the results presented in the article that the use of the Warranty of Law and Order in diverse types of operations have acquired an cumulative importance due to its systematic political use in different Brazilian states since 2010 in a context characterized by a series of large events that occurred synchronously in relation to an explosion of crime and an erosion of the Public Security apparatus reason. All these reasons contributed for the use of a GLO in the state of Espírito Santo since 2017mainly oriented on the maintenance of order.
